对升级版 Smart+ 广告被拒提出申诉

此接口用于对升级版 Smart+ 广告被拒发起申诉，你可以请求平台对审核中被拒的广告进行重新评估。

提交申诉后，你需要等待一段时间，然后再调用 /smart_plus/ad/review_info/ 接口来查看申诉状态，并确认审核状态是否已更新。
